To acquire the Temporal Stone you can either craft it yourself with Alchemy 199 and above, or you can purchase Jade Dynasty Gold from other players usually there are lots on the Trade Broker under the other section. If your familiar with gliding in no fly zone then fly-gliding is pretty much the same, all you have to do is fly up like you would normally do, then push space bar to glide.
